HR and payroll administration outsourcing

A dedicated team handles the administrative side of HR: employee records, onboarding and offboarding paperwork, an employee helpdesk, recruitment coordination and the preparation of payroll inputs. Your HR team keeps every people decision, and your payroll provider or accountant keeps calculation and filing.

What is HR administration outsourcing?

HR administration outsourcing means an external team handles the routine paperwork and data work around employees: records, onboarding and offboarding documents, employee questions, interview scheduling and payroll inputs. Decisions about people, and payroll calculation and filing, stay with the company and its payroll provider. OLYMP BPO provides dedicated HR administration teams from Prishtina, Kosovo.

Which HR tasks can the team take on?

Administrative work with clear rules and a defined owner on your side. Anything that needs an HR judgement or legal advice stays with your team.

  • Employee records

Keeping your HR system accurate: new starters, role and salary changes after approval, leave balances, document filing and data clean-up.

  • Onboarding and offboarding

Contracts sent for signature, document collection, equipment and account requests, first-day information, and checklists for leavers.

  • Employee helpdesk

First answers to everyday questions about leave, payslips, benefits and policies, from your approved knowledge base, with routing to HR for anything sensitive.

  • Recruitment coordination

Interview scheduling, candidate communication, reference requests and keeping the applicant tracking system up to date.

  • Payroll inputs

Collecting and checking hours, overtime, absences and approved changes, then preparing them in the format your payroll provider needs before the cut-off.

  • Reporting

Headcount, turnover, absence and onboarding status reports prepared on a regular schedule for your HR leads.

Outsourcing HR administration without losing the human side

Employees notice when HR is slow or inconsistent. This guide covers how to move the administration so that service to employees improves rather than suffers.

Where is the line between HR administration and HR decisions?

HR tasks and ownership
Outsourced teamYour HR team
Updating records after a change is approvedApproving pay, role and contract changes
Sending contracts and collecting documentsDeciding who to hire and on what terms
Answering policy questions from the knowledge baseInterpreting policy in unusual cases
Logging a grievance and routing itInvestigating and resolving it
Preparing payroll inputsApproving them; the payroll provider calculates and files

What makes an employee helpdesk work?

  • A knowledge base with approved answers for leave, payslips, benefits, expenses and equipment
  • One entry point, such as a ticket form or shared mailbox, instead of messages to individuals
  • Clear routing rules for sensitive topics: health, conflicts, complaints, resignations
  • Response time targets that employees can see
  • Monthly review of the most common questions, to improve policies and self-service

How should payroll inputs be handled?

  • A fixed calendar with cut-off dates agreed with your payroll provider
  • A checklist of inputs: new starters, leavers, changes, hours, overtime, absences, deductions
  • Reconciliation against the previous period, with every difference explained
  • Approval by your named HR or finance owner before anything is sent
  • A record of what was sent, when and to whom

How is employee data kept safe?

Treat employee data with the same care as customer data, and more where health or disciplinary information is involved. Access should be limited to what each task needs, sensitive fields restricted to your HR staff, and every action logged. Documents should be collected through secure portals or your HR system, never by personal email.

Which metrics show the service is working?

  • Helpdesk response and resolution times, and employee satisfaction
  • Onboarding completion: starters with all documents and accounts ready on day one
  • Record accuracy from periodic audits
  • Payroll input errors found after submission
  • HR team hours moved from administration to people work

HR and payroll administration: common questions

Does OLYMP BPO run our payroll?

No. The team prepares and checks payroll inputs, such as hours, absences and approved changes, and sends them to your payroll provider or accountant in the agreed format. Payroll calculation, tax and social security filings and payments remain with your provider.

What stays with our HR team?

All people decisions: hiring choices, pay and promotion decisions, performance management, disciplinary matters, grievances and any legal or employment-law advice. The outsourced team prepares information and routes sensitive cases to the right person.

How is employee data protected?

Employee data is personal data, often including special categories. The team works only inside your HR and payroll systems with role-based access, named accounts and logging, under a data processing agreement. Sensitive topics such as health or disciplinary matters are routed to your HR staff.

Which HR systems can the team use?

The team works in the client's own tools, for example Personio, BambooHR, HiBob, Workday or SAP SuccessFactors, plus applicant tracking systems and ticketing tools for the employee helpdesk.

Can the team support employees in several countries?

Yes, for administrative tasks and helpdesk questions in English and other available European languages. Country-specific employment rules are applied as documented by your HR team or local advisers.

How do we start?

List the HR tasks you want to move, the systems involved and the monthly volumes. Most companies start with records maintenance and onboarding paperwork, then add the employee helpdesk once the knowledge base is ready.
