When is the Philippines the stronger choice?
- You need a large English-language team, or expect to grow to hundreds of seats
- Your customers are mainly in North America and you want full US-hours coverage
- You want a wide choice of providers and a deep pool of experienced team leads
- The work is well documented and runs mostly in English
When is Kosovo the stronger choice?
- Your customers are in Europe and contact you during European business hours
- You need German alongside English, or other European languages in smaller numbers
- You want a dedicated team of five to a few dozen people that works like an extension of yours
- You want to visit the team easily and keep the euro as the operating currency
How do the hours actually work?
Kosovo runs on Central European Time, so a normal day shift covers the UK, Ireland and continental Europe. The European afternoon overlaps with US East Coast mornings; full US coverage needs late shifts.
The Philippines is seven hours ahead of Central European Time in winter and six in summer. US daytime falls in the Philippine night, which is why night shifts are the established norm for US accounts there.

What should you ask any provider, in either country?
- How do you test English and other languages before hiring, and can we see the test?
- Who employs the agents, and will the same people stay on our account?
- What is your attrition rate over the past twelve months, and how do you measure it?
- How is our data accessed, logged and protected, and what is in your data processing agreement?
- What happens to knowledge and documentation if we leave?
How should you compare cost?
Compare an all-inclusive monthly cost for the same coverage, languages and service levels. Include shift premiums, management and quality roles, tools, set-up fees and your own travel and oversight time. A lower hourly rate can cost more overall if it comes with higher turnover or more management on your side.
